Effective versus Efficient versus Environmental

Effective encompasses efficient.
Efficient doesn’t mean effective.
Environmental can be neither effective nor efficient.
An effective means of transporting goods, are trains. Trains happen to be very efficient at what they do.
The BMV is an example of an efficient, yet ineffective institution. They efficiently file, create, and verify forms. They’re also excellent at making sure citizens pay their licensing and registration fees. However all of that efficiency translates into very little effective action. Waiting in line is the standard, an individual needs ID for the BMV to reissue said lost ID (personal experience), and multiple forms/visits are needed to accomplish a simple task. Efficient, yet ineffective.
